Seems like a perfectly fine rationale to me.
Except that in medicine, it has been shown that the more that is spent, per capita, on health care, the worse the patient outcomes. Clinical trials trump math.
And the difference is even more than the numbers indicate, because of the different basic cost of living in the two states.
Stephen, that's interesting. I'd like to read more. My guess is that there's a lower bound beyond which that's not true. I'd like to think about the differences between education and health care, too.
